NEW YORK (CNNMoney) A new battle is taking shape over the U.S. energy boom. Thanks largely to the fracking revolution, the United States is now in a position to export crude oil. But should it?

On the "yes" side is the oil industry, which says falling oil prices in certain parts of the country threaten investment in new drilling -- and the hundreds of thousands of jobs it's created. Also arguing yes are free market types, who say more U.S. exports could curtail the power of OPEC, perhaps lowering oil prices worldwide.

To get their way, they'll have to convince the U.S. government to lift an effective ban on oil exports -- in place since the Arab oil embargo in the early 1970s resulted in massive shortages.

During the EPCI phase, it focuses primarily on the drilling systems engineering, procurement, commissioning and installation and provide customer support during construction. As of December 31, 2012, it provides these services on the Berkut platform project for Exxon Neftegas Limited (ENL).

Construction Contract Business

The Company�� construction contract segment includes only the BP-owned Liberty extended-reach drilling rig construction project. Under the consulting services agreement, it assisted BP in a review of the rig�� design, the creation of a new statement of requirements for the rig, and the transition of documentation and materials to BP.

    You'd be forgiven for thinking that natural gas pipeline owner Williams Partners (WPZ) is a commodity-driven stock. It certainly seems like one at first glance. But while this master limited partnership owns one of the largest midstream natural gas operations in the country, it's not a commodity-driven play. It's an income play.

    Williams owns one of the largest pipeline networks in the country, transporting natgas in huge volumes. It also operates a huge midstream operation that gathers and processes natgas with a focus on the lucrative Marcellus shale. But more than three-quarters of WPZ's cash comes from fee-based sources that aren't subject to swings in commodity prices (the firm makes most of its money by charging customers to transport their gas). That, and the tax advantages of a MLP, mean that this stock was basically purpose-built for building income. And a huge 7.05% dividend yield proves it.

    After spending several years in acquisition mode, Williams owns a mature portfolio of assets that should continue to pay off in the years to come. Hedge funds made a big bet on WPZ, buying up 6.22 million shares in the most recent quarter. Collectively, that entitles funds to a $62 million dividend payout in the year ahead.
