MetLife could be designated a systemically important financial institutions (SIFI) as early as next week, Bloomberg News said today, even though the article did not name a source.
John Nadel, an analyst at Sterne, Agee and Leach in New York, said he was not surprised and that institutional investors had been expecting it. “For some time, it has been just a question of when,” Nadel said.
Suzanne Elio, a Treasury spokeswoman, declined to comment on the possible designation of MetLife, but did confirm that the Financial Stability Oversight Council will hold a meeting next Thursday, July 31, and that nonbank designations are on the agenda.
John Calagna, a MetLife spokesman, declined to comment.
If designated a SIFI, MetLife will be subjected to stricter capital, leverage and liquidity requirements as a result of supervision by the Federal Reserve Board as well as state regulators. It would join American International Group and Prudential Financial as insurance SIFIs. General Electric Capital Corp. is the only other non-bank SIFI.

Another under-$10 name that's quickly moving within range of triggering a big breakout trade is Velti (VELT), which provides mobile marketing and advertising technology solutions that enable brands, advertising agencies, and mobile operators to implement interactive and measurable campaigns by communicating with and engaging consumers via their mobile devices. This stock has been destroyed by the bears so far in 2013, with shares off sharply by 91%.
If you take a look at the chart for Velti, you'll notice that this stock recently gapped down big from over $1 a share to 33 cents per share with monster downside volume. Following that gap down, shares of VELT have started to consolidate and move sideways between 33 cents per share on the downside and 44 cents per share on the upside. Shares of VELT are spiking sharply higher on Thursday above some near-term support at 35 cents per share. That move is pushing this stock within range of triggering a big breakout trade above the upper-end of its recent sideways trading chart pattern.
Market players should now look for long-biased trades in VELT if it manages to break out above some near-term overhead resistance at 44 cents per share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average action of 2.02 million shares. If that breakout triggers soon, then VELT could easily explode higher and potentially re-test its gap down day high from August at 66 cents per share.
Traders can look to buy VELT off weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at 35 cents to 33 cents per share. One can also buy VELT off strength once it clears 44 cents per share with volume and then simply use a stop that sits a comfortable percentage from your entry point.

The latest implied forward rate forecast from Kamakura Corporation shows projected 10-year U.S. Treasury yields differing -0.07% to 0.03% from last week while fixed rate mortgage yields varied by -0.01% to 0.08%. Mortgage yields, determined by the Monday through Wednesday weekly survey of the Federal Home Loan Mortgage Corporation, lag Treasury movements simply because of the 3-day yield calculation used in the Primary Mortgage Market Survey. The 10-year U.S. Treasury yield is projected to rise from 2.92% at Thursday's close (down 0.06% from last week) to 3.374% (down 0.06% from last week) in one year. The 10-year U.S. Treasury yield in ten years is forecast to reach 4.639%, 1 basis point lower than last week. The 15-year fixed rate mortgage rate is forecast to rise from the effective yield of 3.69% on Thursday (down 0.001% from last week) to 4.222% (down 0.006% from last week) in one year and 6.29% in 10 years, up 0.038% from last week. But you can see in several places the consequences of the stampede toward high yield. Here are just a few:
Closed-end funds Cornerstone Progressive (NYSEMKT: CFP ) and Pimco High Income (NYSE: PHK ) both make fixed payments back to fund shareholders on a monthly basis, and their distribution yields are truly extraordinary, at about 17% and 12%, respectively. Those dividends have enticed shareholders to pay $1.30 to $1.40 or more for each $1 of assets in the funds. Yet during most months, a substantial portion of those distribution payments has simply been a return of investor capital rather than true income from the funds' investments. A recent study discussed in The Wall Street Journal found that returns on a portfolio with a combined value and dividend-income strategy outperformed a strategy focused more exclusively on maximizing dividends by an average of 1.7 percentage points per year, a huge edge in long-run returns. In the dividend ETF arena, most funds tend to focus on maximizing yield. Although the popular Vanguard Dividend Appreciation (NYSEMKT: VIG ) ETF bucks the trend by screening first for consistent dividend growth and only then looking at yield as a factor, many rival ETFs start with high-yielding stocks as their baseline and only then consider other desirable traits. Others focus solely on high-dividend niches of the market, such as iShares FTSE NAREIT Mortgage-Plus (NYSEMKT: REM ) and its concentration on high-yield mortgage REITs.When dividend stocks get too popular, their prices get out of line with both their dividend income and the fundamentals of the businesses that underlie those stocks. In simpler terms, when dividend stocks become bad values, it's time to consider looking elsewhere for a margin of safety.

Tronox Limited, incorporated on September 21, 2011, is engaged in production and marketing of titanium bearing mineral sands and titanium dioxide pigment (TiO2). The Company�� TiO2 products are critical components of everyday applications, such as coatings, plastics, paper and other applications. The Company�� mineral sands business consists primarily of two product streams: titanium feedstock and zircon. The Company operates in three segments: mineral sands, pigment and corporate and other. The corporate and other include its electrolytic manufacturing business. It has operations in North America, Europe, South Africa and the Asia-Pacific region. The Company operates three TiO2 facilities at the locations in Hamilton, Mississippi, Botlek, The Netherlands, and Kwinana, Western Australia, representing approximately 465,000 tons of annual TiO2 production capacity. Another source of potential problems is the titanium dioxide market. DuPont has made substantial investments in boosting TiO2 production based on the extremely high demand seen a couple of years ago, but buyers stockpiled substantial amounts of the chemical in order to avoid paying ever-higher prices. DuPont joined competitors Huntsman (NYSE: HUN ) and Tronox (NYSE: TROX ) in implementing TiO2 price increases, with DuPont's effective July 1, but the question remains whether the paint makers that need the chemical will keep buying or continue to seek cheaper substitutes.

Stamford, Conn.-based Tronox Limited (NYSE: TROX ) has a new CFO.
Tronox announced this week that it has hired former Rio Tinto business development officer Katherine C. Harper to become its new Chief Financial Officer. In a statement, company CEO Tom Casey expressed confidence that "her deep knowledge� in both sectors [the global mining and chemical industries], as well as her work in international financial markets will help drive Tronox's strategic vision of growth and profitability."

Since 1916, Kronos Worldwide has been producing titanium dioxide pigments (TiO2), the world's primary pigment for providing whiteness, brightness and opacity. Kronos Worldwide also owns the�world�� largest mining operation of ilmenite, the raw material used for titanium products such as white pigment titanium oxide and titanium metal products. Citi analyst�James Finnerty told clients in a note Monday that Kronos Worldwide�could be a target for�Tronox Ltd (NYSE: TROX)�as the�combined entity would account for 19% of global titanium dioxide capacity. Moreover, a buyout�offer could be partially funded by a seven-year $1.5 billion term loan that Tronox Ltd secured in March, with around $700 million used to pay down existing debt. On Monday, Kronos Worldwide rose 7.96% to $18.58 (KRO has a 52 week trading range of $14.44 to $20.52 a share) for a market cap of $2.15 billion plus the stock is down 4.7% since the start of the year and up 273.1% over the past five years. Kronos Worldwide has no P/E and has a forward dividend of $0.60 for a dividend yield of 3.5%.

On the same day that DuPont declared its intentions, Tronox (NYSE: TROX ) , another big TiO2 producer, chipped in with a similar announcement to increase prices effective June 1. These two were among the only major TiO2 companies that were left to jump on the price-hike bandwagon. Others, like Huntsman (NYSE: HUN ) and Kronos Worldwide, already took the plunge some weeks back.
